records or frequent lapsing/

reinstatements.

Appropriately classifying

risks is essential to profitability,

Coshatt said. “I think some

carriers struggle when they

don’t have an option to easily

match a policy with the risk,”

he said. “I’ve seen that with

other carriers. For example,

they force risks that really

don’t fit into a preferred

company because they want

to write business. We’ve

seen exponential growth

over the last several years, so

it’s extremely important to

write those customers in the

company that best suits them

and best suits the profitability

of our company.”

Another key to the

company’s success has

been moving nearly all of

its operations to another

software platform over the

last nine years, Coshatt said.

As a result, Alfa was able

to change underwriting

guidelines more quickly and increase its

responsiveness and reaction to the market. It

implemented an additional pricing model for new

business only, and it took hold in 2020.

“Enhanced pricing segmentation allowed us to be

better positioned to face the inflationary pressure,”

Coshatt said. “It’s been a key ingredient of profitability

during a challenging time for the industry.”

Coshatt said new business increased because

shopping activity for auto insurance surged, and it

continues to be at historic levels. The company also

took a more cautious approach to the pandemic.

“We wanted the actuarial implications to play

out, and if they warranted rate reductions, that’s

one thing. We didn’t want to arbitrarily give a rate

reduction, just like we won’t arbitrarily do a rate

increase,” Coshatt said. “We were a little bit of

an outlier, but I think it was absolutely the right

decision for us. Insurance is not a six-month or

12-month game; it’s a long-term process.”

risks to assist customers.

Alfa has produced an

underwriting profit in private

passenger auto in four of

the last five years, with the

lone exception coming in

2022, according to BestLink

data. In 2023, it had a direct

combined ratio of 97.20 on

$1.39 billion DPW. In 2019,

the company had produced

$970.6 million DPW and

had a direct combined ratio

of 95.19.

Co. deals directly with a state

that moves notoriously slowly

when approving rate requests,

and it has seen success doing

so. Aspire was approved for

the third-highest cumulative

rate change for non-standard

auto in California—52%—

for the seven years spanning

2018 and 2024, according to a chart provided by the

company.

In the three years leading into the COVID-19

pandemic, according to the chart, the company

received sizable average rate increases, including

13.8% in 2018, 11.5% in 2019, and 12.0% in 2020.

“We were one of the last companies pre-COVID

to get a rate increase, so we’ve been very disciplined

in our rate actions historically,” said Byron Storms,

chief executive officer, Aspire General Insurance

Services. “If you look at our rate actions since 2015,

we have consistently demonstrated discipline in

adjusting rates and securing sufficient rates through

the department as necessary. In contrast, some of

our competitors may not have been as adept at

timely rate adjustments.”

The company didn’t have the same experience

during the pandemic as other carriers because many

of Aspire’s customers were considered essential

workers, so they continued to drive, Storms said.

“While frequency did decrease for us, as it did

with most, it did not decrease to the same level.

Hence, we did not have a need or indication to

lower rates.”

Founded in 2013, Aspire has turned an

underwriting profit every year since 2017,

according to BestLink data. In 2023, the

company’s direct combined ratio was 85.64 on

$334.1 million in DPW. This was just one year

after the company broke $100 million DPW, with

$141.3 million.

Specialty auto is Aspire’s singular focus, Storms

said. It provides its policies primarily through a

network of independent insurance brokers who

undergo a rigorous vetting process before becoming

an Aspire broker, Storms said.

Storms was part of the team that came to the

company in 2015 and helped mold this focus and

install the more rigorous process for appointing

brokers. In February, Aspire received a ratings

upgrade from AM Best, to B++ (Good) from

B+ (Good). “The rating upgrades reflect Aspire

General’s improved underwriting and operating

performance over the current five-year period,

largely driven by management’s numerous initiatives

to enhance profitability, namely the termination

of agencies with poor performance and the

implementation of rate increases,” AM Best said in

announcing the ratings upgrade. It also noted the

company is technologically advanced for its size.

“If you look at our underwriting practices and

processes, we find that our technology effectively aligns

with the risks, procedures, and desired profiles,” Storms

said. “It ensures that any anomalies or exceptions,

which do not conform to predefined criteria, are

promptly brought to our attention in real time.

Subsequently, we take necessary actions as warranted.”

Persistency and retention also are important.

Storms said Aspire’s book of business is about half

new customers and half renewals. Said Storms:

“Despite the ongoing challenges posed by customer

cancellations, reinstatements, and attrition, our

robust infrastructure enables us to capitalize on

enhanced persistency. As a result, we achieve

more robust renewals and cultivate a mature

book of business that ultimately yields improved

underwriting outcomes.”

Distracted Driving on the Rise in

Commercial Vehicles, Propelling

Claims Frequency and Severity

Kristina Talkowski, Nationwide’s senior vice president, middle market

commercial, spoke with AM Best Audio about the company’s 2024 driving

behaviors study, which shows the damaging effects of distracted driving.

ew Nationwide research shows commercial

drivers are facing increased distraction and

safety risks on the road, exacerbated by staffing

shortages that are leading to longer hours behind the

wheel and a reduced focus on safety.

Kristina Talkowski, Nationwide’s senior vice

president, middle market commercial, spoke with

AM Best Audio about a company survey on driving

behaviors that shows commercial drivers are facing

increased distractions and safety risks on the road.

Following is an edited transcript of the interview.

What are the statistics when it comes to

distracted driving?

To me, it was pretty staggering when we started

looking into this. The National Highway Traffic

Safety Administration is highlighting that there’s

over 3,000 deaths and almost 290,000 injuries—

definitely a major issue and one that can be

prevented. I think the bigger concern is when you

think about over 3,000 deaths each year.

Nationwide’s survey from a statistics perspective

found the problem of distracted driving is really

prevalent across individuals as they drive—but then

also commercial drivers—and this is the first time

we did a stronger focus on commercial driving.

Focusing on those commercial drivers, more than

one-third of them indicated that they sometimes or

often feel distracted behind the wheel, and it seems

as though their colleagues are noticing that, too.

The commercial driving community is on their

phones, they’re driving faster. That evidence of

distracted driving is definitely prevalent among that

commercial driving community as well.

Do we know what’s leading to all the numbers?

Yes, we do. The study did a good job diving into

that. The top culprit is using that GPS navigation

system. That’s about 55% of what drivers are saying

is distracting them. Of course, music, radio, that’s

typically been in our cars. Responding to work text

messages, 36% indicated that, and talking or texting

on a mobile phone was about 27%. If you just take

those newer emerging items that are in our cars—and

I guess it’s not that new, it’s been over 10 years—but

that is really a large indicator of

what is causing that distraction.

The other piece that was

really interesting about the

survey was how staffing

shortages are also impacting

that because drivers are working

more, they’re taking more shifts,

they’re working longer hours

and because of that they are

feeling as though they have to

do some of those things while

in the car. They say it’s harder

to meet the deadlines that they

have. They’re reporting 58%

are staying longer hours due

to those staffing shortages, and

then in addition to that, just

in general, individual drivers

are certainly admitting that

they are more distracted and

involved in some of these risky

behaviors as well.

What’s all this distracted

driving doing to accident

rates and insurance rates

and claims?

For a long time in

commercial insurance, the

trends would have been lowering every single year.

The frequency of claims and the safety within the

vehicles was also contributing to lower severity of

claims and what we’ve really seen is with this advent

of distracted driving with specifically the usage of

the text and the phones and GPS within the car

while driving is actually causing both frequency

and then the severity of the claims to go up. Traffic

fatalities in the U.S. have actually risen by 13.5%

since 2019. That’s, again, according to the National

Highway Traffic Safety Administration. The key

contributors that they’re citing for that increase are

speeding and distracted driving.

For us, we’re seeing driving claims increase

as well from this and that’s really resulting in

auto premiums going up and then all from our

perspective with our commercial drivers, with those

premiums going up, utilizing different tools like

deductibles to manage that transfer of risk and that

cost of risk back to the organization.

Is there anything that

can be done to remedy

this situation?

Absolutely, and I think this

is where we get particularly

passionate as an overall risk

management community—I

think with those business

owners recognizing the costs

associated with that. Then

also from their perspective,

understanding—and this

was something I thought was

great out of our survey—that

the drivers are interested in

seeing an improvement in the

amount of safety training that

occurs for them.

We saw within that survey

that our drivers are open

to the idea of telematics

and dash cams and things

that alert them to unsafe

behaviors so that they can

correct that action live.

I think that was a really

encouraging thing that

came out of the survey is the

willingness of the individual

drivers, commercial drivers,

to take greater action and a desire for them to have

their employers get involved in that.

Is the insurance industry doing anything to

help cut back on distracted driving?

We just talked about those individual businesses,

but I agree with you also as an industry, it’s

important for us to get involved in this as well

because protection is such a big priority for what we

do for the greater good of the business community

as well. So, starting with utilizing the expertise,

specifically at Nationwide, we have a wealth of it

in our risk management area. We have expertise in

auto fleet safety, in particular, available to help our

clients. Most carriers do as well.
